How Free Is Our Freedom of Speech and Press?

Weekly Kapehan forum on November 21, 2009 tackled the topic, "Press Freedom and Role of Media in 2010 election." Of the invited speakers Atty. Allen S. Quimpo honored the invitation. With his experience as congressman, educator, and lawyer, he ably explained the true meaning of the freedom of speech and of the press. He also urged the members of the Aklan media to be sincere in their search for truth and members of the fourth estate with high integrity.

Quimpo was comp-lemented by Dr. Ambrosio R. Villorente and bevy of tri-media personalities chipping in their analysis and insights on the subject. Dr. Villorente said that press freedom is found in Article III, section 9 of the 1987 Constitution, Bill of Rights says: "No law shall be passed abridging the freedom of speech or of the press or the right of the people peaceably to assemble and petition the government for redress of grievance."

Dr. Antonio Orendain in his book, New Philippine Constitution and Government said that the freedom of the press ensures the unfettered flow of information to the public, makes people aware of the plans, activities and problems of government and helps formulate intelligent opinion on vital issues. Press publication includes books, magazines, periodicals, handbills, pamphlets, leaflets and broadcast media – radio and TV.

Jun Prado, a veteran journalist declared that in a democratic society, the press plays the role of a watchdog. Otherwise known as the 4th Estate. "It functions as fiscalizer of the three branches of government namely: Executive, Legislative and Judiciary. Without a functional free press we could not be enjoying our democratic freedoms", Prado stressed.

Atty. Allen S. Quimpo said, "RP media is the freest in Asia. Recent London-based Legtum Institute and Gallup World Poll showed that of 104 countries surveyed, the Philippines ranks first among 20 Asian countries. Also 85 percent of the Filipinos are satisfied of the press freedom they enjoy.

Freedom of the press according to the ex-solon has four guarantees namely: a) Freedom from prior restrain – means that freedom from government censorship of production; b) Freedom from subsequent liability – or any person may not be punished for anything he writes or publishes unless it is libelous, obscene or seditious; c) Freedom from circulation – unhampered distribution of newspapers and other media to the widest possible readership; d) Right to access to public information – access to government records, paper and documents as long as they are not classified confidential must be made available to the press.

The role of media practitioners to educate, inform and entertain the public on a particular issue and concern is rated high considering the impact to the present and future generation. Molding public opinion in a democratic society is one of the rare privileges given to man hence to be exercised with prudence and responsibility. There may be exceptions such as when there is double personality involved such as legitimate media practitioner or PR man of politicians/agencies.

In the case of dual role, truth and objectivity are always sacrificed. It will not last long. Dr. Ambrosio R. Villorente said that the best public relations job is good performance. For instance, Akelco’s PR budget of P300,000 is wasted if customers continue to experience lousy and expensive services.
"To be successful in the broadcast media, one must be fair and balance in reporting the news", said Conrad Indelible of RGMA-DYRU Kalibo. Indelible confirmed a big number of avid listeners as a sign of approval of the company and personal satisfaction.

On the other hand, Recto Vidal, a freelance writer said being in the print media is never remunerative. Both Dr. Villorente and Che Indelible, Editor of Aklan headline affirmed financial difficulties of news papering yet treasure personal values, level of public acceptance, wider circulation and paid ads on their publications.

To say that being in the media is all bliss could be misleading. Based on statistics, extra judicial killings of political activists and mediamen reached 290 killed since 2004, the year PGMA came to power. The ranks of journalists and radio TV broadcasters in this country are thinning compounded by the slow wheels of justice accorded to victims and their families.

The latest man slaughters happened on Monday, November 23 in Maguindanao where 32 media men were killed. They were covering political leaders who were on their way to file their Certificates of Candidacy in Shariff Agwak, Maguindanao when they were snatched and killed by goons. These killings were the most brutal, heinous, and cruelest in the world.

This Maguindanao grand man slaughters is condemned at its highest term possible. This brutal killings should not happen in any civilized community. This must be the end, this must be stopped.

If we have to evaluate true freedom of speech and press, there should be negligible incidence of summary killings, harass-ment, and libel suits filed against mediamen playing their legitimate profession. Bottom line is that since our democratic society cannot guarantee this cherished freedom, therefore media practitioners are not also free to exercise their Constitutional right. Indeed the media has responsibility as member of the 4th Estate yet, unable to come up to expectation because of ineffective law enforcement. So much is at stake. One can only hope for better times ahead. /MP

"They Are Not Human"
"They are not human". This is the perception of Commission on Human Rights Chair Leila de Lima of the perpetrators of the man slaughters in Maguindanao on Monday morning, November 23. If they are not human, what are they? "What kind of animals are these killers?" De Lina asked, she was so shocked, and enraged. The killings were most despicable. It was bestial acts, brutal ruthlessness. It was affront to all forms of civility.
As of Thursday, November 26, the death count reached 57, of whom 32 were members of the tri-media in Cotabato. This made the Philippines the most dangerous country of the world for the practicing journalist.

This bastard act of killing people was strongly condemned by the European Union, United States of America, United Kingdom and other countries. Through their respective ambassadors accredited with the Philippines, they issued their condemnation.

One of the suspects – Datu Andal U. Ampatuan, Jr., Mayor of Datu Unsay town was brought to Quezon City in the afternoon of Thursday. He was escorted by Presidential Assistant Jesus Dureza to General Santos City and was met by Secretary Devanadera of the Department of Justice. From the airport, Ampatuan was brought to Camp Crame where he is being detained and inquest.

If the suspect is not a human being, he should not deserve the presence of two members of the cabinet. Is the presence of the Secretary of Justice needed in the arrest of alleged criminal whose human specie is questioned? He could have been arrested by any Police Officer I and presented to the Court of Justice.

Ampatuan should have been loaded in a police car and transported to Quezon City via the Maharlika Highway and Roll On Roll Off vessels. Not via a plane.

According to DILG Secretary Rolando Puno, the entire province of Maguindanao is in a state of emergency. All the members of the PNP of that province was relieved and transferred elsewhere. Police officers from other provinces are now assigned in Maguindanao. All the police in Maguindanao will take orders from the PNP. Check Points are established where necessary.

Congressman Florencio T. Miraflores and Aklan Governor Carlito S. Marquez issued today their joint manifestation which condemned the media and civilian killings in Maguindanao. They called for immediate investigation of the inciden and penalized the guilty.

Akelco Rate Reduction

Mr. Chito Peralta, General Manager of Akelco announced over the radio, Akelco power rate in October will be reduced. The October power bills came but the rate remained as is. Again, GM Peralta announced it was not effected in October, but assured the rate reduction will be made in November.

But before the rate reduction was effected, Akelco applied with the Energy Regulatory Com-mission "for approval of Adjustment In Rates Under the Rules For Setting Electric Cooperatives’ Wheeling Rates…"

If this application is approved, there will be an approximate rate increase of P0.475 per kilowatt hour. For 100 kilowatt hour consumed each month, P47.50 rate increase. Is this rate reduction? /MP

LPPresidential candidate Noynoy Aquino and Vice Presidential candidate Mar Roxas were in Kalibo on Wednesday, November 25 on what the Aklanons call "Send Off" to their next higher level destination, the presidency. They were accompanied by their two senatorial candidates Riza Hontiveros Baraquel and Neric Acosta.


Due to lack of time, the four candidates talked briefly of their intention to serve the people and effect changes in the present system of governance. Acosta is a 3-termer Congressman of Bukidnon. Riza Hontiveros Baraquel is a party list Congresswoman.

United People’s Coalition Declares Bets for Local Polls

The United People’s Coalition (UNO, PDP Laban and PMP) under the joint leadership of Joseph Estrada and Jejomar Binay, in a presscon on November 18, 2009, proclaimed candidates for provincial and local positions. Former Sen. Ernesto Maceda officiated the ceremony. He swore in Roberto M. Garcia, Jr. for Vice Governor, Napoleon Navarosa – Mayor–Libacao, Roselyn Mayor – Mayor–Altavas, Romy Bautista – Mayor Malay, Atty. Adolfo Iligan – Mayor–Numancia, Dr. Mercedes Imperial – Mayor – Banga (represented by Atty. Belongelot), Rommel Rojo – Mayor – Buruanga, Nonoy Pador – Mayor Batan, Paul Peralta – Mayor – New Washington, Jun Beltran – Mayor – Kalibo, and Pete Garcia – Mayor – Ibajay. A number of candidates for SB of Libacao, Kalibo, Numancia and Altavas were also present.

Former Sen. Maceda confirmed the candidacy of former Pres. Joseph Estrada for President together with his running mate, Makati Mayor Jejomar Binay. Estrada is currently seeking to remove legal impediments before the Supreme Court since based on his arguments: a) he has served the presidency for less than four years, and b) the Pres. as stated in the Constitution (repeated 40 times) does not apply to Mr. Estrada since he is not incumbent President. According to Maceda, MalacaƱang through Pres. Secretary Cerge Remonde has given green light for Estrada to run for the Philippine Presidency.

In his speech, Cong. Ompong Plaza of Agusan del Sur, candidate for Senator said that if elected, he would fight for agricultural reform in the senate through science and technology based farming and strengthen the corps of production technicians who will assist farmers. It is only in this way that we can achieve 10 – 20 percent increase in food production to feed our expanding population.

Sen. Jinggoy Estrada parlayed graft and corruption charges against his father by saying that even though Erap is no longer in power, the issue remains prevalent in the country. It should be noted that the Philippines slipped in the Millennium Challenge Corporation’s control of corruption scoreboard from 76 percent in 2007 to 57 percent in 2008 and to 47 percent this year.

Unemployment rate in the country stands at 14 percent, hence the gripping poverty in our midst. Jinggoy Estrada said that his father is the true symbol of opposition in the country having been under house arrest for six and a half years. He is grateful for the mass support extended to him and her mom for having been elected Senators.

Atty. Adolfo Iligan, mayoralty candidate of Numancia said his major platform is on fighting graft particularly against administration officials. He said, "being in the opposition does not necessarily mean weakness but can be springboard to success. The victory of Isabela Governor Grace Padaca, a paraplegic could be a challenge to anybody in overcoming all odds."

A powerpoint pre-sentation on Jojo Binay’s phenomenal success as Chief Executive of Makati since 1986 was discussed by City Council member, Armand Fabella. Basic trans-formation is outstanding growth in revenue from P270 million and debt of P200 million in 1986 to P10.6 billion current income. Mayor Binay believes that the vice president should be as qualified as the president. The slogan, "Ganito kami doon. Ganito sana ang mangyari sa aming bansa", is a rallying cry loaded with reality and optimism.

Some 2,500 party delegates from towns of Ibajay, Libacao, Kalibo, New Washington, Altavas, and Numancia headed by Mabeth Mobo Garcia, the United Leadership Coalition, Aklan Chapter, converged at the Sampaguita Gardens Convention Center, New Washington. /MP

Aklan Has 296,081 Registered Voters


Aklan’s registered voters as of November 10, 2009 is 296,081. This is based on the Consolidated Quarterly Progress Report of the Commission on Elections (COMELEC) in Kalibo, Aklan.

Two months ago, Aklan had 284,349 voters only. The figure released this period showed an increase of 11,732.

Registration of voters for the May 2010 automated elections was held until October 31, the deadline set by COMELEC.

The consolidated report showed that Kalibo, Aklan’s capital town, is still the vote-richest munici-pality this time with 43,020, followed by Ibajay, with 24,063 and New Washington, with 22,775. In the Sept. 2009 record of COMELEC Aklan, these towns had 41,400; 22,990; and 21,218 registered voters respectively.

Other towns and their respective number of voters are Altavas, 13,800; Balete, 16,723; Banga, 21,380; Batan, 17,820; Buruanga, 10,522; Lezo, 7,877; Libacao, 14,765; Madalag, 11,075; Makato, 15,266; Malay, 19,806; Malinao, 13,424; Nabas, 15,177; Numancia, 17,425 and Tangalan, 11,163.
As of October 19, 2009 ERB Hearing, COMELEC-Aklan records show ed that there are 10,247 new registrants, 2,859 transferees from other cities/ municipalities; 3 reactivations with transfer and 632 reactivations.

Application approved by the ERB reached 13,741 with Kalibo having the highest number with 1,710 followed by New Washington with 1,692; Banga, 1,272, Batan, 1,210; and Ibajay, 1,151. The rest of Aklan towns had figures below 1,000.

The COMELEC records also showed that Aklan has a total of 768 deactivated voters, 394 registration records cancelled because of death, 798 registration records transferred to other cities or municipalities.

For the May 2010 first-ever automated elections in the country, Aklan has 2,054 established precincts and 667 clustered precincts in its 327 barangays, according to Venus G. Villanueva of the PIA Aklan. /MP

Women’s Health Team Orientation On Organization

As an important component of the Maternal Health Care Program initiative on reducing maternal mortality, the Aklan Provincial Health Office conducted a 2–day Orientation Workshop on the Organization of Women’s Health Team for Rural Health Midwives. It was held on November 17 – 18, 2009 at the Governor Corazon L. Cabagnot Livelihood and Training Center, Buswang Old, Kalibo, Aklan.

Marissa M. Carillo, maternal health care coordinator discussed various topics on Rationale for Organizing the WHT Team and Functions, Filling-up of Forms, Maternal Death Review Protocol, FHIS Computation, and updates on Filariasis and Family Planning.

Celia R. de Lemos, breastfeeding promotion program coordinator, gave updates on Breastfeeding and its Challenges and Legal Updates.

The rural health midwives presented their action plan after the planning workshop. DOH representatives, Grace Ureta and Filipina Mabasa assisted in the orientation.

Ateneo Cord Conducts Coaching
and Counseling Training

The Department of Health (DOH) Human Resource Development Bureau in coordination with Ateneo de Manila University Center for Organization Research and Development (CORD) conducted Coaching and Counseling for Effective Performance Management. It was held on November 4–6, 2009 at Ateneo de Manila University, Loyola Heights, Quezon City.

That activity supported the implementation of the Human Resource for Health Management Development Systems particularly the performance management system. The program was designed to provide participants with strategies and techniques on how to manage people better by enhancing intra and interpersonal skills. It aimed to recognize the role of the supervisors and managers in building a positive organizational climate, positive employee attitudes, and to implement coaching skills and counseling techniques.

Supervisors and managers from the different Centers for Health Development, the Provincial Health Offices, hospitals, and the local government units participated in the training. The Provincial Health Office of Aklan was represented by Ms. Celia R. De Lemos.

The teaching-facilitating team and resource consultants were carefully selected for their competencies. The husband and wife team of Agnes Gonzales Ycasiano and Dennis Ycasiano who are independent consultants offers a range of Human Resource Development Services to numerous corporate organizations, medical groups, academic institutions, and government entities. They have assisted both local and international organizations. Maria Victoria T. Cortes is the deputy executive director of Ateneo CORD and concurrent Training Director for Customized Program. /MP

This hypothesis is supported by the fact that when he recently battled Miguel Angel Cotto and knocked him out in the 12th stanza, they disputed the 145 lbs "catch weight."

Even if the World Boxing Organization (WBO) recognized the win as a "welterweight" championship, Pacquiao can still pocket the legitimate "welterweight" crown in the World Boxing Foundation (WBF), International Boxing Association (IBA), World Boxing Union (WBU), or World Boxing Association (WBA), the only remaining world boxing bodies that have not sanctioned a world title fight involving the 30-year-old prizefighter.

A promoter cannot add any weight category in boxing. In professional boxing, there are only 17 weight categories –from mini flyweight or straw weight to heavyweight—and each weight has its numerical emphasis. A 140-lb or 63.5 kg is super lightweight, junior welterweight or light welterweight.

Next is 147 lbs or 66.7 kg which is called welterweight. Pacquiao has won world championship belts in the following divisions: flyweight (WBC against Chatchai Sasakul), super bantamweight (IBF against Lehlohono Ledwaba), featherweight (WBC against Erik Morales), super featherweight (WBC against Juan Manuel Marquez), lightweight (WBC against David Diaz), light welterweight (IBO against Ricky Hatton), and recently welterweight (WBO against Miguel Angel Cotto).

The WBF welter-weight division is now vacant and the number one contender is Floyd Mayweather, Jr., while the number two contender is Shane Mosley.

"He is still critical but stable. The next coming days will be how he responds to more commands. The goal is to wean him from the ventilator."

Immediately after Manny Pacquiao made history by annexing his seventh world title in seven different weight divisions on November 14, Cebuanos heaved a sigh of relief when they learned that their provincemate, a world class boxer, was recovering from the ICU of the University Medical Center Hospital in Las Vegas less than 24 hours after he lapsed into coma and went under the knife to remove a blood clot in his brain.

Gorres collapsed after being declared the winner in his 10-round non-title tiff against Luis Melendez at the House of Blues in Mandalay Bay Resort & Casino last Nov. 13.

Unheralded Melendez, a knockout artist, unleashed that wicked punch in the dying seconds of the 10th and final round that changed the entire picture as Gorres wobbled on his feet before falling on all four. That was the only round won by Melendez and the knockdown could not even shake Gorre’s big lead.

Accidents like that one occur not only in boxing but also in other contact sports, except perhaps in chess, scrabble, and Games of the General. Even in table tennis, a player can suffer a blood clot if he falls and hits his head hard on the floor.

That’s why it is but imperative for all players—amateur and professional to strictly adhere to the rules, especially to safeguard themselves at all times. Fatal accidents such as head injuries could happen when one least expected them.

Gorres’ recovery was a miracle. Had the tragic incident happened in the Philippines or in countries that don’t have adequate medical facilities, God knows what would have happened to the 27-year-old number two bantamweight contender in the world./MP

NVC Alumni Holds Chapter Presidents Meeting


Last October, the different NVC Alumni Chapter presidents from the various Municipal chapters convened at the NVC RSQ Bldg. Audio Visual Room for a get-together and luncheon. They discussed the preparation for the Grand NVC Alumni, former Students Homecoming, and Reunion slated on January 12-13, 2010 at the NVC Gym Auditorium, Estancia, Kalibo, Aklan.

Dr. Dobie Parohinog from Numancia, Arturo Terencio from Makato, Nemia P. Mendoza from Lezo, Lolita R. Retome of Malinao, District Supervisor Aploren Bereber from the Tangalan Chapter and District Supervisor Virgie Calizo representing Ibajay Chapter attended the meeting.

Dr. Gabriel Delfin, Libacao Comelec Registrar Getulio M. Esto, and Col. Georby C. Manuel and his better half Juanita Manuel represented Altavas Chapter, Mrs. Francisca T. Rapiz, BOD and NVC Guidance Counselor, Mrs. Lorna T. Sison, Assistant Secretary, Mr. Ramon Quimpo Jr. Publicity and Promotions Chairperson, Liza V. Cezar of the Secretariat, Alumni Office Secretary Janalene Dival and Gia Yuhum Reyes also attended. She ably presented the webpage of nvcalumni@yahoo.com account.

Mrs. Elma M. Jera, NVC Alumni Affairs Coordinator welcomed those present. Mrs. Edita Ureta Reyes, NVC AFI Auditor hosted the luncheon meeting.

Atty. Plaridel M. Morania presided the meeting which started at 9:00 o’clock in the morning. The main agendum was the organization of Alumni Barangay Coordinators. The salient points discussed concerned the activities such as Parade, Raffle Draw, Search for Ms. and Mr. NVC Alumni, Masquerade Ball, Street Dancing, Larong Alumni, and others.

The group agreed to hold a follow up meeting on the last Saturday of November 2009.

157 Aklan Farmers Complete SOA Course


Director Remelyn R. Recoter of DA-RFU 6 talking of the importance of adopting new technologies on rice farming during the first graduation ceremony of Palay-Aralan School on the Air on PalayCheck System recently.

"I am truly grateful that the School on the Air aired over Community Broadcasting Information System (CBIS) Aklan helps me to fully understand the Palaycheck technology" said Mr. Ariel Igong-Igong of Barangay Liloan, Malinao, Aklan.

Igong-Igong was one of the 157 farmer-graduates of School On The Air (SOA) on Palaycheck System con-ducted by the DA-RFU 6 in collaboration with the office of the Provincial Agriculturist, Aklan and the LGU Kalibo.

According to Engr. Remelyn R. Recoter, Regional Technical Director for Operations of DA 6, the SOA on palaycheck system is one of the activities the DA undertakes through the Education and Extension program of FIELDS thrust and priorities.

Dir. Recoter stressed "learning is a continuous process and encourages all farmer-graduates to share what they have learned to other farmers in their respective community," Recoter stressed.

Meanwhile, Mayor Raymar Rebaldo of Kalibo, Aklan affirmed his strong support and partnership with the DA in the implementation of SOA program and other agriculture related projects in Kalibo. He expressed optimism for the conduct of SOA on fisheries dubbed as "Palaisdaan sa Kahanginan" and for other priority crops in the province of Aklan.

"Through this SOA program we can provide vital information and technologies to far flung barangays where our farmers are in need of new technologies to improve their farming practices and increase their production," said Mayor Rebaldo.

Atty. Diego M. Luces, provincial administrator likewise encourages the farmers to plant hybrid rice for better production and good price in the market. "The farmers should be vigilant in reporting pest and diseases occurring in their fields to the proper authorities," Luces added.

The SOA on palaycheck system emphasizes on the eight keychecks farmers should follow in order to increase yield, have a better produce and minimize production losses in the fields. These are: use of certified seeds, no high and low soil spots after final leveling, practice synchronous planting after a fallow period, sufficient number of healthy seedlings, sufficient nutrients at early panicle initiation to flowering, avoid excessive water or drought stress situation, no significant yield loss due to pests and cut and thresh the crop at the right time. /MP

CHED: No Closure of College of St. John Roxas Maritime Program

Roxas City – Dr. Gloria S. Chavez, president – Chancellor of the College of St. John Roxas in this city disclosed at a press conference held recently that the nursing program of the said college have no order from the Commission on Higher Education (CHED) in Region VI for its closure.

Chavez reacted to a news item in Panay News, dated October 25, 2009 written by Montesa GriƱo-Cadyonan stating among others, "For having a zero passing rate in the board exam since 2007, the College of St. John in Roxas City has been ordered to do way with its Nursing program, said CHED Regional Director Rex Casiple."

Chavez said that the same writer (GriƱo-Cadyonan) stated in the same paper dated October 27, 2009 that, "The College of St. John in Roxas City has zero passing rate in the nursing board exam in 2007, said Casiple."

Chavez was dis-heartened on the negative and unsubstantiated story that appeared in two issues of Panay News. In a press statement distributed to members of the local media she said "the College of Nursing itself has rightly contributed to the school’s mission of excellent education when its pioneer graduates obtained a 68 percent passing rate in the 2007 Nursing Licensure Examinations, the highest in the province of Capiz.

The press statement of the College of St. John Roxas is being issued to dispel the erroneous information published in the Panay News on October 25, 2009, "stating that for having a zero passing rate in the board exam since 2007, the College of St. John in Roxas City has been ordered to do away with its Nursing program," said CHED Regional Director Rex Casiple.
Director Casiple has since asked the manage-ment of Panay News to rectify their previous report and issue another article. "The Commission has not released any order pertaining to this effect and the Nursing program of the College of St. John Roxas has no order for closure from this Commission."

The same press statement points out that the College of St. John–Roxas shall continue to commit itself to "forming responsible citizens of faith and learning in accordance with the Lasallian tradition of academic excellence, values education and services." /MP

3ID Calls for Total Landmine Ban

The recent recoveries of several Improvised Explosive Devices (improvised Claymore anti-personnel mines) by the Army units in Western Visayas has prompted the 3rd Infantry (Spearhead) Division to renew its call for a legislative measure seeking for a total ban on the use of anti-personnel landmines and for the prohibition and restriction on the use of other landmines, booby traps and other similar devices.

In an official report presented to all Army unit commanders in Western Visayas, the Operations section of the 3rd Infantry Division recorded the recovery of nine (9) Improvised Explosive Devices (Claymore-type anti-personnel landmines) of the different Army units from the New People’s Army since March of this year. These were all recovered in Panay Island specifically in Tapaz, Capiz and in Calinog and Igbaras, Iloilo.

The Philippine government, as the State Party to both the 1997 Ottawa Treaty and the 1996 Amended Protocol, must pass the long-overdue corresponding domestic implementing legislation. This is the "Philippine Landmines Bill" for a "Philippine Comprehensive Law on Landmines," House Bill No. 1054 of Rep. Ana Theresia Hontiveros-Baraquel and counterpart Senate Bill No. 1595 of Sen. Gegorio B. Honasan II. The said bill if approved into law will help implement and enforce the IHL rules on landmines, including criminalizing and penalizing the violations of the relevant treaty norms.

The bill will be the main policy expression of the Philippines’ compliance with its international obligations under two related treaties: the "1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction" (or the Ottawa Treaty) and the "1996 Amended Protocol on Prohibitions and Restrictions on the Use of Mines, Booby-Traps and other Devices" (or the Amended Protocol II). The two treaties differ as the Ottawa Treaty calls for a total ban on the use of anti-personnel landmines while the Amended Protocol II merely restricts the use of all mines, whether anti-personnel or anti-vehicle.

3ID Commander, MGEN Vicente M Porto, reacting to the report on recovered landmines said, "Let us continue to lobby for the swift ratification of these two bills into law so that we can criminalize and penalize the NPA’s use of this deadly device against our citizens."

The 3ID denounces the use of anti-personnel mines against Filipino citizens by the Communist Terrorists. This legislation must be passed soon so that the full force of the Law will be applied on those caught in possession of these dangerous explosive devices. /MP

Manny Pacquiao, The Billionaire

Manny "Pacman" Pacquiao used his much vaunted lightning speed and jackhammer power to confuse, demoralize and reduce Miguel Angel Cotto to a pulp in what could rightly considered as the match-of-the- year held at MGM Grand Hotel in Las Vegas on November 15 (evening of November 14 in the USA) Only the intervention of referee Kenny Bayless 55 seconds away from the 12-round fight’s end spared the back-pedaling defending welterweight Puerto Rican champion from further corporal punishment and a most likely knockout.

With the referee-stopped-contest TKO, Pacquiao collected his seventh boxing crown in seven weight divisions, a world record. And there’s absolutely no possibility for that record to be broken. First, Pacman’s peers in the six-titles, six-divisions column are either retired or near retirement. They are Oscar de la Hoya, Tommy Hearns, Hector Calma, and James Toney. And second, the present crop of champions could snatch no more than three additional championships.

I leave the details of the annihilation to the sports writers. However, I would just like to share some thoughts on the fight, which should not detract from the impressive win of The Pacman.

As with his recent opponents in the square ring, Manny Pacquiao’s had an anesthetic effect on Cotto. They all climbed the ring deathly serious, wide-eyed, and dry lipped. This nervousness, nay, fear, slowed their blood flow and numbed their arms and legs. Thus, they became easy targets what with the speed and power of The Pacman.

Manny, of course, was their exact opposite. He was totally at ease and even acknowledged those he recognized seconds before introducer Michael Buffer boomed his famous "Let’s get ready to rumble" line.

We must remember that Cotto is a natural 147-pounder, the maximum weight limit in the welterweight division as defined by the four major sanctioning boxing bodies, namely the World Boxing Association (WBA) a 1962 spin-off of the National Boxing Association formed in 1921, World Boxing Council (WBC) established in 1963, International Boxing Federation (IBF) established in 1983, and World Boxing Organization (WBO) established in 1988.

It seems that Bob Arum fits the role of Shylock in the Merchant of Venice. Note that the promoter Arum wagged the color of money to Cotto on the condition that he agrees to slug it out with Pacquiao at the catch (agreed maximum) weight of 145 pounds. The former hesitantly consented to shed two pounds of pure muscle. Just imagine how much strength and punching power Cotto lost with that lost poundage.

On the other hand, Pacquiao had the golden opportunity to gain weight, and therefore, more power provided the added poundage is pure muscle. Hence, the necessity of a thoroughly serious physical training and proper nutrition, which Manny is incapable of unless given the reality therapy by his coach, now "Master," Freddie Roach.

The same is true for Pacman’s victim Ricky "The Hitman" Hatton. The latter had to give up some muscle pounds to meet their fight catch weight of 140 pounds while Pacman did not have any problem at all. Actualy, he was only all of 138 pounds during the weigh-in. And the result? The dehydrated Hatton fell asleep even before hitting the canvass when Pacman uncorked a brutal left hook to his jaw.

In both instances, Bob Arum got his "pound of flesh."

By the way, Hatton is no pizza. In 2005, the Britisher was named the Ring Magazine Fighter of the Year. Two years later, Hatton was knighted by Queen Elizabeth II as she named the boxer a member of the Order of the British Empire (MBE).

For fighting Cotto, Pacquiao was assured $13 million, which translates to P 611 million at the exchange rate of 47 pesos to one American dollar. From this amount, add his share of the Pay Per View revenue which should total at least $100 million. And that’s the PPV gross income from the United States alone. Pacman’s share of this large pie is a minimum of 30 percent or $30 million. In Philippine pesos, that will be P1.410 billion!

In sum, Manny is entitled to a MINIMUM P2.21 billion for one day in the office.

If you want to belabor the issue, Manny’s pay per round is equivalent to P184.2 million or P61.4 million per minute!

In his last two matches (against Oscar de la Hoya and Hatton), The Pacman pocketed at least $30 million. Manny the billionaire, indeed, has got the money. /MP

Greetings!

Thank you Police Sr. Inspector Arnolito Laguerta for inviting me to your Police Development Program. I accepted it instantly. I cannot refuse the invitation. How can I refused his invitation? We had invited him for several times as guest to the weekly forum, we call Kapehan Sa Aklan.

Chief Laguerta has always honored our invitation. And my presence here with you this morning is a strong indication of an excellent and cordial relation between the members of the Aklan tri-media on one hand and the Aklan police on the other hand, not only in Kalibo but the entire Aklan province. Let no one stain our cordial relation.

Personally, I am deeply honored by the invitation. Thank you very much. I’ll try to equal your expectation.

Last night, I received two texts. One came from a good friend. The text states: "Doc Botoy, you bet, Pacquiao ako. Limang daan mo wins P1,000".
The second text from a student states: "Sir, please absent ako hin-aga. Pagod, watch Pacquiao – Cotto boxing".

Even with modern technology, my comrades in the police department, speech and writing had been deteriorating.

I am sure you want to stop the deterioration. You want to improve your writing to improve your speech. With this project, with the effort, I heartily encourage, congratulate you all for undertaking public speaking and technical writing course. I am certain, knowledge and skills learn in this course will greatly benefit you personally, will improve the police services, and enhance the justice system. For many times, decisions on the criminal cases brought to the court were based upon the police blotter report. Blotter report written accurately with complete, precise facts therein will provide bases for fair and just decision. A well written blotter report with enough and accurate facts of a case is sure of court acceptance and will serve best the cause of justice.

Today, communicating is more comfortable by electronic mail or by telephone than com-municating face to face. Speaking to a large or small group, or even one on one may intimidate or frighten you. This is what is called glossophobia.

Do you have stage fright? Nervous when called upon the stage to speak? You will learn to successfully formulate, express and sell your ideas, yourself, and get rid of that nervousness when called upon to speak. You will improve your ability to listen by diligently studying. You will learn leadership skills and master the ability to lead. But this 5-day training will not make you expert in technical writing and public speaking.

My dear police officers, your training today does not guarantee for your becoming eloquent speakers. It may assure you a combination of ideas to become the most suit speakers, witty and convincing. For the way to become one is to study, write speeches or reports, and deliver it regularly as best as you can, with or without audience. You may choose the cemetery or memorial park as venue to deliver your speech. You can deliver these speeches one after the other: Introduction speech to introduce a guest speaker; invocation to implore the blessing of God before the program starts; opening remark or closing in a program; keynote speech as a guest speaker; valedictory address of a retiring official; roasting a friend; humorous speech; toast for a friend during a party to express the group’s best wishes; eulogy presented in Necrological service among others.
Tips In Speech Preparation and Delivery

Narrow the subject which parts are: Opening, body, and conclusion.

1. Speak with sincerity – talk on the subject which you have a strong conviction and radiates sincerity. Speak with confidence. The opening statement will awake the audience, make them want to listen more.

2. Organize your speech logically to make sense to the audience. Speech must be persuasive no audience accept a mere idea. Talk of the subject of interest to the audience.

3. Fitting Body Language emphasizes and illustrates our points to make. Gestures, movements and facial expressions help to release any nervous energy. Have eye contact. Look directly at one person until you finish a thought.

4. Rehearse your speech not only once but more until you can perfectly deliver before delivering.

5. The voice must be pleasant, convey sense of friendship, natural reflecting tone, give force and strength, portray meaning, never monotonous, and easily heard.

6. Use easily under-standable terms/words, use short words 7. Use of Prop, the object that contributes clarity to speech such as book, ball, rock, and animal. The prop is appropriate to message, appropriate to audience, to occasion, enhances the message, clearly visible, and use with confidence displayed at appropriate time.

9. Persuasive power is to get other people understand, accept and act upon your ideas. Before audience will adopt the speaker’s ideas, listeners must like, trust and respect the speaker who is knowledgeable, reputable, sincere who speaks with confidence, firmness, and self assuring.

10. Inspire the audience by bringing audience together in a mood of fellowship and shared desires; build the audience’s enthusiasm and draw it out, and give audience a clear sense of purpose.

In conclusion, the speech must have opening which captures the audience’s attention, and leads them into speech topic. The body must include statement of facts, and supporting materials. The conclusion must summarize and call to actions/memorable statement of the participants. /MP

PNP Officers Study Technical Writing and Public Speaking

Technical Writing and Public Speaking are the main subjects of the 5-day training for members of the Philippines National Police (PNP) of Aklan. The training started on November 16 and will culminate on November 21 being held in the Governor Corazon L. Cabagnot Training Center, Old Buswang, Kalibo.

The training is focused on the PNP’s transformation program as stressed by PSSupt. Epifanio A. Bragais, Jr. in his welcome speech during the Opening Ceremony.

In his message, Dr. Ambrosio R. Villorente of the Aklan Press Club congratulated the Aklan PNP management for conducting the training with special emphasis on Technical Writing and Public Speaking. He cited the importance of Police Blotter report which must be written accurately complete with correct facts. Police Blotter report is a very important document in the administration of justice, Villorente pointed out.

Villorente was introduced by PSINSP Arnolito Laguerta, chief of police of Kalibo. PO3 Julius T. Barrientos was the dean of ceremonies. Pastor Wynie Fenete of the Christ the King Church led the invocation. /MP

The proclamation was graced by barangay leaders from the 30 barangays of Banga. Former SP member Franklin Quimpo and former Vice Governor Ronquillo C. Tolentino were also present.

Acting Mayor Rentillo, during the press conference, revealed he will work very hard to reclaim the title of his town as "Banga the Beautiful" and as the Social Capital of Aklan. He did not tell how will he do it, "but with the cooperation of all Banganhons, we will do it".

Rentillo will continue the construction of the "dome" Mayor Antoio Maming has started. It will be done into a beautiful structure people will learn to love. Some P5 million was already spent including the P1.7 million fund of LGU Banga. It will be a waste of resources if what is started is demolished, Rentillo pointed out. /MP

United People’s Coalition Is Alternative Choice

"Aklan Politics" is the subject of discussion on November 14 Kapehan Sa Aklan. The discussion dispelled rumors and speculation that the political opposition is dead in Aklan. As shown by the presence of known personalities, democracy and freedom on which it stands is very much alive in this part of the Philippines.

Guests included the Garcia couple: Roberto Jr and Mabeth. They represent the United People’s Coalition Party. Mr. Tomas Vargas, represented Rosie Mayor of Altavas. Other opposition stalwarts like Atty. Adolfo Iligan (Numancia), Efren Fernandez (Kalibo), Ike Inserto (Malinao), and Nap Navarosa (Libacao) were invited but did not attend.

Atty. Denis Ausan, Election Supervisor Region 6 and Ms. Lorena Tumbagahan, Election Registrar of Kalibo were special guests.

Former Aklan Sangguniang Panlalawigan member Jun Garcia announced his plan to be a candidate for Vice Governor. Mabeth Mobo Garcia holds the chairmanship of UNO and PDP Laban political parties in Aklan. Mabeth’s failed political bid in 2007 elections, realignment of Vice Governor Billie V. Calizo – Quimpo and the formation of United Leadership Coalition bear significant influence on her decision not to aspire for any elective position in the 2010 election.

"Definitely, this is not based on personal hatred or vendetta against any known personality but an honest evaluation of our capabilities and respon-sibilities to our affiliated party," declared Ms. Garcia.

Dr. Ambrosio R. Villorente said, "politics is a way of life in a democratic society. It is science and art of good government". He underscored that opposition party must be considered active partners in development rather than be taken in a negative light.

Ms. Mabeth Garcia is to torch bear an alternative government that she claims "is more credible, decisive and logical to one that is autocratic and repressive." She called on all opposition leaders to be part of genuine change, a return to the basics of responsibility and transparency of governance.

On November 16 – 18, 2009, PDP Laban, UNO and PNP Coalition party strategists with the Estrada – Binay tandem conferred with Aklanon leaders to determine their best bets. The Coalition Party met at Sampaguita Gardens, New Washington on Wednesday, Nov. 18. Garcia bared arrival of ex-Sen. Ernesto Maceda, Sen. Jinggoy Estrada and Makati City Mayor Jejomar Binay. Binay signed agreements Makati Sisterhood City with Makato, Libacao, Malay, Nabas, and New Washington. A more important event was the official proclamation of candidates for various elective positions at provincial, and municipal levels even before their filing of Certificate of Candidacy (COC).

Tomas Vargas said he welcomes a United People’s Coalition in order to serve as fiscalizer in legislative body. Plans and programs must be always subjected to critical review and analysis, approved projects be distributed to all sectors regardless of political affiliation.

Mr. Johnny Dayang reminded political parties to present a party stand on critical national issues and be conversant to discuss them in a public forum. In this way, voters could make an intelligent choice among the wannabes.

Atty. Ausan bared Comelec’s ongoing program on voter’s education in the automated polls next year. He said final listing of official voters is on track while at the same time prepares to accept COC slated on November 20–30, 2009. Public demonstration on operationalizing Pecos machine will be held in every town and entertain questions on its credibility and capability. Ausan called on all political leaders, members of the media, civic, and religious organizations to be supportive and be vigilant in the campaign for honest, orderly and peaceful elections.

Our Philippine constitution is patterned after the United States that maintains a traditional two party system i.e. Democratic and Republican. Although both countries undergo basic similar electoral process, US electorates vote on a party that presents a more credible and sound program of government. Accordingly, the President and the Vice President of the US belong to the same party, united on programs and goals and motivated by selfless interest to their country and people. After the election, bitter political rivals close ranks since personalities are not involved.

In the Philippines, Filipino voters based their decision on personalities, not on sensible workable, vital programs and issues. For instance an important consideration would be placed on integrity, com-petence, and capability.

Here, only the rich and famous get elected into public office. It is difficult to imagine spending P2 billion on a presidential seat which basic salary is fixed at P75,000 per month for a six year term.

A closer look at Philippine history shows that both Macapagal and Marcos originally belonged to the Liberal Party. Macapagal was elected President in 1961. Marcos transferred to the Nacionalista Party and defeated Pres. Macapagal in his re-election bid in 1965.

Politicians in our country show no loyalty to their political platform as they create alliances or coalition with other parties before an election. This is absurd and inconsistent behavior since coalition of political parties should only occur after an election such as when minority elected head moves for a coalition government.

There is cogent reason to scrap the multi–party system to simplify the electoral process by going back to the old two party system i.e. Liberal and Nacionalista. The elimination of controversial/nuisance candidates, strengthening the two party system, and automated election will reduce election violence greatly. Clean, honest, and credible election will be attained.

It is welcomed news that Comelec will resume voters’ registration after the national and local elections next year. Fielding of Automated Fingerprint registration and Identification Cards are measures to overhaul the electoral system and improve its credibility.

Political maturity comes only when elections are free, democratic and peaceful. Let this crusade be adopted by everyone since actual winner are the people themselves. /MP

P56M Infra Projects For Aklan ARC

The Department of Agrarian Reform in Aklan facilitated the validation by the Agrarian Reform Infrastructure Support Program (ARISP) III of the proposed projects in the agrarian reform communities in Buruanga, Aklan last November 4-6, 2009.

The validation team was headed by Engr. Imelda G. Lamboon, Mr. Jun Mutsomoto (Senior Infrastructure Engineer), Mr. Tomoki Nakamura (Institutional Development Expert) and Engr. Rolando Maloles (Rural Infrastructure Engineer);

The Regional Project Management Office was led by Regional Director Alexis M. Arsenal and the Aklan Provincial Project Management Office headed by Atty. Daniel Y. Martelino;

Regional and provincial representatives of the National Irrigation Administration and from the Provincial District Office of the DPWH were also present to validate the projects.

The site inspection of the proposed infrastructure development projects includes one (1) irrigation project, three (3) road projects, and one (1) potable water system project.

The farm-to-market road recommended for funding is the 5.4 Km. concreting of the El-Progreso – Tag-osip Road from Poblacion, Buruanga with a 24 Linear Meter concrete bridge at a projected cost of P30 million. Counterpart from the LGU would be the rehabilitation of two (2) roads namely the 2.1 km Balusbos-Habana-Cabugan Road and the 2.7 km. Nazareth-El Progreso Road.

The rehabilitation of Buruanga–Habana Com-munal Irrigation System with a service area of 260 hectares included the rehabilitation of the diversion dam and concrete lining of main canals with the Municipal LGU and Buruanga Irrigator’s Service Association jointly managing and operating the project. The project costs P26M. LGU has also committed P5 million equity for canal lining, right of way plus organization and management.

Another project is the Habana Potable Water System that will benefit 287 unserved households of the seven Sitios of Barangay Habana. The Municipal and Barangay LGUs committed to jointly manage the project.

Institutional components such as the strengthening of the Tag-osip – El Progreso ARBs MPC will be facilitated while the improvement of the production and marketing system for rice and high value crops will be enhanced./MP

Gorres Stays In U.S.A For Rehab

LAS VEGAS, Nevada – If he survives in 24 hours, Z Gorres alias "Butchoy" will stay in the United States to undergo rehabilitation.

Philippine Basketball League commissioner Chino Trinidad, who rushed to the University Medical Center hospital in Las Vegas to check Gorres’ situation, said Dr. Michael Seiss told him and Gorres’ manager, Michael Aldeguer, that anything could happen in 24 hours but his chances of survival are big because of his age and physical condition as athlete.

Gorres, 27, a father of four, however, will have to stay in the United States for at least four to six months for rehabilitation.

He reportedly suffered a subdural hematoma. The doctors drilled holes in his skull to drain the fluid in his brain.

"His brain was swelling and he was still under strict medical observation", said Trinidad.

According to him, Aldeguer, son of Gorres’ original patron Antonio, is contemplating to bring to the US the fallen boxer’s family if the rehabilitation will commence.

Trinidad said he had already informed Chito Salud, son of former World Boxing Council (WBC) secretary general Rudy, about what happened to Gorres. The father Salud took Gorres under his care for several years and treated the boxer, who lived at Salud’s house in La Vista, Quezon City, like a son.

"I’m worried about (the reaction of) my ninang Pampin (Rudy Salud’s wife) because she treats Butchoy like a son," Trinidad said.

"Salud’s and Gorres’ relationship started when Antonio "Bidoy" Aldeguer, Cebu’s boxing godfather, requested the former WBC top honco to take Gorres under his wings and mold him to become a world champion," added Trinidad. Salud, however, decided to let go of Gorres because of Salud’s health problem.

Gorres’ family in Cebu is expected to receive some cash from the social fund of the Philippines. The GAB is scheduled to meet to discuss the matter according to Nasser Cruz of GAB. Gorres’ medical bills are covered by insurance being licensed professional boxer.

This seemed to be what happened to Dionisia "Aling Dionisia" Pacquiao, who raged over a room assignment at the Mandalay Bay in Las Vegas she thought would give her difficulty to have instant access to her son, Manny, who prepared for a 12-round WBO welterweight fight against Miguel Angel Cotto at the MGM Grand on Saturday, Nov. 14 (Nov. 15 in the Philippines).

Aling Dionisia and her daughter, Sandra, the boxer’s elder sister, were originally booked in the 23rd floor of the main building. However, they needed to go down, walk and cross several dizzying mazes in the ground floor obstructed by slot machines to be able to reach The Hotel, Mandalay Bay’s adjacent building, where Manny is staying on the 60th floor.

Sources, said Aling Dionisia, who owns small entourage arrived in Las Vegas on November 10, personally asked Manny that she be transferred to a room near the floor where he is staying for convenience.

Members of the boxer’s family and selected friends regularly went to his posh room where foods were served on a daily basis.

Sources said Aling Dionisia was upset and wanted to know who was in charge of the room assignment.

Joe Ramos, the one allegedly in charge for room assignments, could not be immediately reached to air his side.

Ramos was reportedly one of the most trusted men of Manny and is doing multiple tasks, including the distribution of some complimentary tickets to the boxer’s selected friends.

Danny Petralba, a many-time U.S. billiards champion, and boxer Vernie Torres helped transfer her luggage in the new room located in the same building where Manny is billeted together with wife Jinky.

Petralba, Torres, and "Pacman", Manny’s dog, transferred to the room vacated by Aling Dionisia and Sandra.

Except for elder brother Dominador, who is now in Glan, Saranggani Province in Mindanao, all of Manny’s brothers – Ruel and Bobby, including his father Rosaulo, were in Las Vegas to watch the "Firepower".

Manny’s parents, estranged for many years but have already reportedly kissed and made up, stayed in different rooms. The father stayed in another room with Ruel. /MP

Patricia Laserna Dalusung Is Roxas City Fiesta Queen ‘09

Patricia Laserna Dalusong, a 20 year old Lasalian, a 4th year AB Economics whose maternal roots are from Roxas City, is this year’s Fiesta Queen 2009. The fiesta is on December 8 which coincides with the weeklong celebration of Sinadya sa Halaran Festival on the first week of December 2009. The news is disclosed by the City Tourism Office recently.
"Triscia" to her family but "Pat" to her college friends, is the eldest in a brood of three. Although she was born and raised in Manila, she is a Kapisnon by heart having spent all of her summer vacations and Christmases with her Lolo Jessie (JESUS Andrada Laserna) and her Lola Erlic (Erlinda Quiachon Laserna) since birth.

She is the first grand child both on the Laserna and Dalusung sides. She had her ample share of affection from Lolo and Lola, Tita Ali, Tito Joey, Tito Dennis, Tita Tin-tin, Tita Mie, and Tito Joeden. Pat greatly values her roots and considers Roxas City as her sanctuary. She speaks Hiligaynon fluently and can speak it better than her mom having learned the dialect from cousins and playmates at her early age.

Pat is very close to her brother Ralph–17, 4th year high school at Ateneo, and hangs out a lot with him. She also dotes on Joshua–9, Grade 3, Ateneo, and can be relied on to tutor him and takes care of him when Dad and Mom are away. Despite her closeness to them, they toe the line for she is also a disciplinarian.

Pat has a creative slant and can make beautiful works of art out of scrap and ordinary materials. She dreams to become an animator one day. But knows she has to take her studies seriously, find a serious job after college so she can freely pursue her love for animation in the future.

Though the Fiesta Queen knows how to have fun with her friends, she knows her limitations and is diligent in her studies. She has a wide circle of friends from St. Theresa’s to DLSU to cousins/playmates in Roxas City. She can be fiercely loyal but stands her ground when she needs to "correct" a friend.

Pat’s parents are Tristan Rivera Dalusang and Madeline Quiachon Laserna with siblings Ralph and Joshua. Her favorite pastime is downloading piano pieces from the net and learning to play them, drawing, sketching, arts and crafts (making bracelets & necklaces from beads), playing computer games, listening to music, watching DVD, and bullying Ralph and Joshua.

Her favorite books are Harry Potter series, American Gods, Golden Compass, Subic Knife, Amber Spyglass, A Series of Unfortunate Events, The Alchemist. Neil Caiman, J.K. Rowling, Phil Pullman, Lemony Snicket, and Paulo Coelho are her favorite authors. Her goal in life is to find a lucrative job related to her course and pursue animation on the side. In college, she is occasionally in the Dean’s List. One may greet her on her natal day on February 7. /MP

NVC Alumni San Jose (Romblon) Chapter Elects Sombilon President


Ms. Ma. Divina I. Sombilon, BSED 2005 was elected President of the NVC Alumni Foundation Inc., in an organizational meeting held recently in the house of Brgy. Capt. Napoleon Tandog at Hambil, San Jose, Romblon.

Sombilon is Teacher I in Lanas National High School, San Jose, Romblon.

Other officers elected with Sombilon are: Romeo Roldan - Vice-President, Florida Tranca – Secretary, Mary Jane Monatano – Treasurer, and Wilfredo Sombilon - P.I.O. members of the Board of Directors are Gilbert Malacad, Gloriasa B. DA Conducts Rural Women Congress in Western Visayas


The Department of Agriculture (DA) Regional Field Unit 6 conducted a two-day Rural Women Congress in Western Visayas on November 11 to 12.

Anita Moncada, DA Farm-Home Resource Management Coordinator said the congress aimed to empower women on their rights and privileges. It hoped to improve the living standards of rural women who are also behind the progress of rural economy.

Atty. David Bermudo, regional director of the Commission on Human Rights discussed the women’s rights and helped them understand the law regarding women and family.

Bermudo stressed that rural women are more prone to abuse and sexual harassment than women in the urban sector. He added that only educated women tend to defend their rights up to the judicial level, whereas rural women are afraid to bring their case into court.

DA Regional Technical Director Remelyn Recoter also stressed the role of women in the fight against climate change. She added that rural women should also be knowledgeable of the issue, so as to make their stand.

The two-day congress also taught alternative livelihood which included Fiber Processing by the Fiber Development Authority, Food and Vegetable Processing by the National Mango Research and Development Center, and Fish Processing by the Bureau of Fisheries and Aquatic Resources (BFAR).

According to DA Regional Executive Director Larry P. Nacionales, the Rural Women Congress is the department’s project to help women farmers and fisher folks in the region as vital partners in agriculture.

More than 100 women participated in the event. They included farmers, fisher folks, cooperative members, LGU’s workers, and women in attached agencies of the DA that are based in the rural areas.

LGU-Kalibo Is Regional Finalist for Excellence on Local Governance Search


The Local Govern-ment of Kalibo was evaluated as a Regional Finalist for the Search for Excellence on Local Governance and entry into the national level awards. The evaluation was held on November 12 in the Municipal Social and Conference room of Kalibo.

Department Heads, Division Chiefs and key officers under the LGU Kalibo were one by one interviewed and evaluated as to functions, operation and performance of the municipality especially in its capacity to give service to the people.

Mayor Raymar Rebaldo led in welcoming the evaluators. He made a 10-minute presentation of Kalibo’s best practices followed by a 10-minute video documentation of a part of the 40th Regular Session of the Sangguniang Bayan.

The regional evaluators were impressed by the performance and service-oriented Department Heads, Division Chiefs and Key Officers. They said, it is "commendable" and even cited the documentation.

The Regional Finalist title is one among the many awards that the local government received including the three awards that Kalibo Mayor received from the League of the Municipalities of the Philippines. /MP

14th National Press Congress Set in Subic Dec. 10-12


The 14th National Press Congress is set on Dec. 10-12, 2009 at the Subic Bay Exhibition and Convention Center, Subic Bay Metropolitan Authority (SBMA) Free port Zone.

The Annual media event enjoys the mandate of presidential Proc-lamation No. 1187 which declares December as "National Press Congress Month and the Month of the Community Press in the Service of the Nation."

The same issuance designates the Publishers Association of the Philippines, Inc. (PAPI) as lead agency for the annual observance. This was announced by Juan P. Dayang, PAPI president.

The press congress will have "The Challenges of the Information-Driven Age" for its theme, around which the various topics of discussion will revolve.

Among the topics for presentation and discussion are 1) Media Freedom and Responsibility; 2) The Responsibility of Media in the 2010 Elections; 3) Culture and Media; 4) A Critical Look into the Philippine Political Culture; 5) Career Options for the Youth in Cross Media; 6) Media and the Moral Force Movement; 7) Global Trends in Media; 8)Future of the Publishing Industry; 9) The Gravity and Threats of Global Warming and Climate Change; and, 10) Good Governance and Sustainable Economic Development.

Aside from its regular participants that usually include publishers, editors, reporters, broadcasters, corporate public affairs officer and executives, government information officers, campus writers, mass communication instructors and students, foreign-based Filipino journalists are also expected to attend the event. Some foreign experts are invited as resource speakers.

To Withstand Climate Change
Secretary Arthur Yap of the Department of Agriculture (DA) under-scored the urgency for greater government-private sector partnerships to make Philippine agriculture and fisheries better adapt to climate change. It will sustain farm growth amid the ever-increasing demand for food and shrinking farm production here and abroad.

To equip Philippine agriculture with the tools needed to cope with climate change, includes utilizing modern tools and techniques, develop the country’s risk assessment and disaster management capabilities, invest more in equipment, infrastructure, new technologies and extension services for farmers and fisherfolk, help them hurdle changing climatic conditions that have started hurting global farm yields.

The freak traits of Typhoons "Ondoy" and "Pepeng" plus the unprecedented level of destruction on Philippine agriculture are stark reminders that climate change is already upon us. It is now the No. 1 threat to global farm production. Both cyclones damaged over P24 billion-worth of crops and farm infrastructure.

"The Philippines is a climate taker," Yap said during business forum held at the Makati Shangri-La Hotel where US Agriculture Secretary Thomas Vilsack attended.

"Climate takers are those that are not responsible for large greenhouse gas emissions but nonetheless suffer the consequences of climate change and must undertake weather adaptation measures", said Yap.

"It cannot be business as usual for Philippine agriculture, for business, for industry, and for society. The toll on lives and the damage to infrastructure, homes, food supplies, energy and transportation have racked up losses in our country in the billions of pesos," Yap stressed.

"In the coming years, what is very critical is our continuing investment in public infrastructure, water, small-irrigation, mariculture parks that are climate-change adapted", Yap said.

The government must act swiftly to toughen Philippine agriculture against climate change and take advantage of the countless opportunities in this labor-intensive sector, especially in mariculture and biofuel feedstock production.

"With climate change already at our doorstep, the Philippines needs to build her in risk assessment and disaster management utilizing available tech-nologies such as Remote Sensing, Geographic Information System, and climate check", Yap said.

The government, through the DA, is investing more in equipment and infrastructure like irrigation works that harvest rain water (big reservoir types and small water impounding projects); all-weather roads; and post-harvest facilities such as farm mechanization, storages and warehouses.

The new technologies such as drought-resistant, submergence-tolerant crop varieties should be developed, while extension services, weather-based insurance and loans should be provided to farmers for production and land improvement needs.

Yap emphasized the need to strengthen and modernize the Bureau of Agricultural Statistics to improve its ability to track and conduct quick and effective surveys that are critical in designing and implementing programs on a local and national levels.

Yap is confident, the Philippines can meet the ever-growing demand for biofuel feedstock and cash on this booming industry to help make agriculture a lucrative venture for its small stakeholders. Moreover, investment in mariculture park has a great potential for development and exploitation.

These are easier said than done. What is needed are government which is sincere, of high integrity and determined to implement the programs. There must be farmers and fisherfolks who are young, healthy to withstand climate change and who are the best and the brightest people, agriculture being multi disciplinary. /MP
